Learning study on the progress assessment of the national-level Sakhi platform hosted in NRLM

Goal

The LokOS applications (mobile and web) aim to:

  • Digitise the working of CBOs by serving as a deduplicated member registry with near live-time data on members’ attendance, recordkeeping, and financial transactions
  • Act as an interface between SHGs and NRLM for reporting and monitoring of SHGs, member and federation profiles

Target

Development and pan-India roll out of LokOS, a platform to digitise the working of Community-Based Organisations (CBOs) (~101.4 million SHG members to be onboarded).

Approach

  • Setting up a programme management unit at NRLM to manage product development for LokOS, including supporting the national roll out of the application, developing a product roadmap and onboarding the Digital India Corporation (under the Ministry of Electronics and Information Technology) for technical development
  • Identifying, testing and implementing use cases for LokOS across different segments, including both, integration with government applications and convergence with schemes, as well as engaging closely with some State Rural Livelihood Missions to integrate their rural livelihood applications

Impact

An Aadhaar-linked member registry that contains holistic information about SHGs and their members, including their livelihood activities and credit history, can serve as a single source of truth to identify beneficiaries for government schemes and ensure effective delivery of services to beneficiaries.
